CGG has developed “Online Procurement Management System (OPMS), for Telangana State Civil Supplies Corporation Limited (TSCSCL), to enable the department to monitor the paddy procurement across the state. The OPMS application was initially developed by TCS and was subsequently assigned to CGG in the year May, 2016. CGG has customized the application as per the requirements of the department and enabled several value added features in the application. The system captures Paddy Procurement, Paddy transport to Mills and payment to farmers, captures Farmers data, Miller data from procurement centres through a tab application, etc. Dashboard and Summary reports are provided to give clear picture of the season-wise procurements. PPC centres were extended upto village level from year 2020, and procurement is being done from about 6000 Paddy procurement centres.
The system has helped the department to curb the intervention of middlemen in Paddy procurement, and the payment is made directly to the farmer’s accounts without any delay. The Paddy procurement in Telangana crossed One Crore Tonne mark in 2019-20 (Kharif & Rabi season) and Minimum Support Price (MSP) of Rs. 11,763 Crore was paid online to 10 lakhs farmers in Rabi 2019-20, which is highest in the country. SMS alerts on payments are also given.
The Procurement of paddy and custom milling operations of paddy are done by the Government of Telangana through its agency called Telangana State Civil Supplies Corporation Limited (TSCSCL). The Procured paddy shall be got custom milled and resultant Raw rice delivered by the rice millers is utilized for Targeted Public Distribution System (TPDS), Other Welfare Scheme (OWS) in the state as per Government of India allotment. The remaining custom milled Boiled/Raw rice is delivered by the rice Rice millers to FCI.
The paddy purchases from the farmers at MSP are made by TSCSCL through IKP (Women Self Help) groups,PACS, DCMS, GCC, HACA etc at paddy purchase centres (PPCs), Around 6700 PPC centers are operating from Telangana for paddy procurement. Agencies which are procuring paddy shall take procuring paddy shall take pro-active measures to educate the farmers to bring the FAQ standard paddy for purchase at MSP..
